Current method

Use psshutdown:

psshutdown -r -f -t 20:30 -e p:4:1 -m "Planned reboot by IT Support"

Just run the following command: at 21:30 shutdown /r /f

To see all jobs that were scheduled with the “at” command, just type: at

Each job has an ID number. To cancel the job, eg. job 1: at 1 /delete

At was deprecated in Server 2012

C:\> at 21:30 shutdown /r /f 
The AT command has been deprecated. Please use schtasks.exe instead.
 
C:\> schtasks /create /sc once /tn restart /tr "shutdown /r /f" /st 21:30 /sd 22/05/2014 
SUCCESS: The scheduled task "restart" has successfully been created.
